Copies of the RFPs are available at http://orpin.oregon.gov. You have to subscribe (very annoying). If you want copies of the RFPs, email me (info[at]muniwireless.com).

The primary RFP is for a public safety network for Washington County, Oregon whose seat is Hillsboro. They want first responders, emergency personnel, police to be able to use the network — several agencies covering different municipalities. The primary RFP is seeking to build:

[A] backhaul infrastructure component, and a client / “last mile‚Äö?Ñ? access component. It is critical to provide all wireless backhaul locations with redundant network access, best practice power conditioning, and 20-minute battery backup with automatic switchover during power failures. The County desires IEEE standards-based client radio hardware due to its lower cost and higher interoperability, but will also review proposals offering proprietary client equipment. This data network will have both indoor and outdoor implementations.

Proposals must be received by 3:00 PM, Friday, June 10, 2005 in the Washington County Purchasing Division Office, Public Services Building, Suite 210, 155 North First Avenue, Hillsboro, OR 97124. Proposals received after the designated time and date, per the official bid clock located in Purchasing, will be returned unopened.

A mandatory pre-proposal conference will be held at 2:00PM, Tuesday, May 24, 2005 in Room B30, Public Services Building, 155 North First Avenue, Hillsboro, Oregon 97124.

Second RFP: security

The second RFP is related to the first and it is for a security solution for secure communications on an IPv4-based network (wired and wireless). The solution must be “secure, scalable, expandable, and manageable across a broad array of public agencies, some subordinate and others on a peer-to- peer basis. The focus of this RFP is on the client requirements to achieve a secure, encrypted mobile computing session through direct access to that wireless data network infrastructure, or to any other Internet-accessible connection.”

Proposals must be received by 3:00 P.M., Friday, June 10, 2005 in the Washington County Purchasing Division Office, Public Services Building, Suite 210, 155 North First Avenue, Hillsboro, OR 97124. RFP Email Alert Service

I have started an RFP email alert service. Whenever I get RFPs, they will be emailed to you with a short summary. I decided to start this because some people have complained that I don’t post RFPs as soon as I get them. Deadlines are short so this is clearly not an optimal solution. Therefore I am getting a freelance person to monitor my email and send them out to you when I am traveling. As you know many RFPs do not show up in the usual paid-for RFP databases so I hope this service helps you “catch” the missing RFPs.

The RFP email alerts service costs $1500 per year, non-refundable. I will send you RFPs I get but will not scour the Web for you.

To sign up email me: info [at] muniwireless.com.
