Colorado consortium issues RFP for regional wireless broadband network
The City of Thornton, on behalf of Colorado Wireless Communities (CWC), invites respondents to submit written proposals for the deployment of a wireless broadband network that will cover Arvada, Boulder, Broomfield, Golden, Lakewood, Louisville, Northglenn, Superior, Thornton and Wheat Ridge. This region is west and north of Denver, covers 197 square miles (510 square kilometers) of which 60 square miles The City of Thornton, on behalf of Colorado Wireless Communities (CWC), invites respondents to submit written proposals for the deployment of a wireless broadband network that will cover Arvada, Boulder, Broomfield, Golden, Lakewood, Louisville, Northglenn, Superior, Thornton and Wheat Ridge. This region is west and north of Denver, covers 197 square miles (510 square kilometers) of which 60 square miles (155 square kilometers) is open space. There are 630,000 people and 237,000 households residing within the CWC boundaries. The median age is 40 years old and median income per household is $60,000.
The consortium will not own or operate the network. This means the winning bidder must bear all the costs of building and running it. The model is similar to the one followed in SF and Philadelphia: open access, vendor-owned and operated network. Providers who want to deliver broadband and other services over the wireless network must be allowed to buy access on a wholesale basis. The winning bidder cannot cherry pick neighborhoods; it must provide universal broadband access to all communities.

There will be a Pre-Proposal Conference on February 8, 2007 from 9:00 a.m. until 12:00 noon MST in Community Room 130 at the City of Thornton’s Infrastructure Maintenance Center located at 12450 N. Washington Street, Thornton, Colorado, 80241.
All Respondents are encouraged to attend. You can ask questions at the Pre-Proposal Conference, but you can also submit them in writing by 5:00 p.m. MST on February 16,
2007.
