The contract still remains to be finalized but here are a few details: EarthLink will deliver wholesale and retail service (like in Philadelphia and San Francisco). The advantage of this model is that other service providers — competitors of EarthLink — can deliver Internet access and other types of services to end users. The press release says users can expect 1 Mbps service.
