Geographically, the network is expected to be the largest municipal wireless network in the nation.
The city council must still approve an ordinance to implement the contract. Residents are expected to receive service in about two years.
EarthLink will construct and operate the network, selling subscriptions to city residents for about $20 per month. Competing service providers may purchase bandwidth to resell to customers.
