Introduction
The Somerville (New Jersey) Special Improvement District (SID) District Management Corporation (DMC) seeks proposals for the engineering design of a wireless internet system covering the approximate boundaries of the Somerville Special Improvement District (see attached map).
Abstract
The Somerville District Management Corporation, as an initiative on behalf of the Somerville Special Improvement District, seeks proposals to quantify the costs associated with building, owning, and maintaining a wireless internet access system throughout the Somerville Special Improvement District for use by visitors, residents and business owners.
It is envisioned that the Somerville DMC will be the owner and operator of the wireless internet
access system within the District.
Purpose
The Somerville DMC is responsible for promoting a safe, friendly, attractive environment within the Somerville SID. The Board of Trustees of the Somerville DMC believes that the availability of free wireless internet access throughout the Somerville SID, for use by visitors, shoppers, and businesses, will provide the Somerville SID with certain advantages in a competitive market place.
As is documented below, the Somerville DMC seeks proposals from qualified respondents to produce an engineering study that will document the hardware, operating, and maintenance costs associated with constructing, owning, and operating a free wireless internet access system within the boundaries of the Somerville SID. The study will also address security and privacy issues associated with a wireless network and identify potential liabilities to the Somerville DMC.
The Somerville DMC further seeks to understand both current and emerging technologies relative to wireless internet access systems.
The Somerville DMC understands that wireless internet access systems are inherently special in
nature, and that wireless internet access signal(s) may extend beyond the boundaries of the Somerville SID proper and that the wireless internet signal may not be available at the interior of all structures within the Somerville SID. However, the goal is for the wireless internet signal to be available to the vast majority of businesses and residences within the SID, as well as outdoors.
Required Response Elements to the Request for Proposal
To be considered, all responses to the Request for Proposal must include a cost, timeframe, and
methodology for completion of the following tasks:
1. Provide the Somerville District Management Corporation with a recommendation and description of the advantages and disadvantages of different types (current and emerging technologies) of wireless internet access technology that could be deployed within the Somerville Special Improvement District;
2. Provide an engineering design, to include the location of wireless internet access transmission
and reception points adequate to provide a wireless internet access signal throughout the District. The reception and transmission points, whenever possible, should be located where there is existing electrical service and where acquisition of right of way and easements are not required;
3. An analysis and recommendation of options for connecting the wireless internet access system
to an internet service provider;
4. A schematic diagram depicting the Special Improvement District boundaries, the location of
wireless internet access transmission and reception locations, and the location(s) of wireless network connection(s) with an internet service provider;
5. A spreadsheet documenting the name, type, model, manufacturer, and quantity of hardware
and associated software purchases necessary to implement a wireless internet access system
throughout the Somerville Special Improvement District based on the engineering survey.
6. An analysis of potential costs and liabilities associated with the operation and maintenance of
a wireless internet access system.
Ownership of Information
The Somerville District Management Corporation retains all rights to and ownership of documents, maps, drawings, equipment lists, and any other documentation resulting from performance of work by the Consultant under contract to the Somerville District Management Corporation.
Requests for Additional Information Regarding the Request for Proposal
The Somerville DMC will accept requests for clarification as to the purpose and scope of the Request for Proposals as follows:
A request for clarification on any component of this Request for Proposals must be submitted by
electronic mail to Cynthia Hollod (cynthiahollod@findsomerville.com) and John Maddocks (jmaddocks@scbp.org) with a Subject Line of “Clarification on DMC Wireless RFP” no later than 5:00pm Eastern Daylight Savings Time (EDST) Thursday March 22, 2007 2007.
The Somerville DMC will compile 1 (one) response to all questions submitted and offer 1 (one) complete response to all respondents posing questions or seeking clarification no later than 5:00pm EDST Friday March 23, 2007.
Deadline for Responses to the Request for Proposal
Responses to this Request for Proposal are due by 5:00pm Eastern Daylight Savings Time (EDST)
on Friday March 30, 2007 by one of the following two means:
1. By Written Response delivered to the offices of the Somerville District Management
Corporation, 41-C West High Street, Somerville, New Jersey 08876 marked to the Attention
of “Somerville DMC Wireless Proposal”, or

ADDENDUM TO REQUEST FOR PROPOSAL
Friday, March 23, 2007, Clarification Questions with Responses
Clarification Question 1: What, if any, customer survey information is available?
Response: There is no “customer” survey data available.
Clarification Question 2: What are the initial capacity requirements and expected growth
including planned redevelopment projects?
Response: We rely on the respondents understanding of “public” wireless networks in the
engineering design of a wireless network system within the Somerville Special Improvement District. Responses to the Request for Proposal should address current conditions in the Special Improvement District.
Clarification Question 3: What quality of service is required?
Response: We rely on the respondent’s knowledge of wireless network systems in a public environment based on physical characteristics of the Somerville Special Improvement District. We will accept responses to the Request for Proposal which documents producing an engineering study based various levels of service.
Clarification Question 4: Will there be any Public Safety applications. If so, what type?
Response: Not for purposes of the Request for Proposal as issued.
Clarification Question 5: Does item 2 just require providing the cost, timeframe and
methodology for providing the engineering design or does it also include doing the necessary RF
field studies?
Response: If the respondent believes that an RF field study is required in order to provide an engineering design consistent with Item 2 in the Request for Proposal then the RF field study should be identified in the response as a component that has an associated cost, time frame, and methodology.
