House Bill 248 authorizes revenue bonds of $40 million to fund the initiative, establishes a telecommunications authority to oversee it and eases restrictions on cities and towns building municipal networks.

According to a story in the Islander, the only tax money involved is “a small startup appropriation; the bonds are serviced by revenues from the facilities like communication towers which the authority will build.”

The bill moved to Senate this week.

A copy of the bill can be found at http://www.leg.state.vt.us/docs/legdoc.cfm?URL=/docs/2008/calendar/hc070330.htm.
