In a medium-sized city they surveyed, they found an adoption rate of 20% to 25% even with limited marketing. 18% are likely to use the muni Wi-Fi service at home for an average 15 hours per month and 23% would use it away from home for 6 hours per month. The adoption potential is real and significant, but connection quality is crucial.
