Negotiations between the city and Community Wireless Communications were expected to begin this week. Community Wireless would build the network at no cost to the city and, in exchange for the city waiving franchise fees on rights of way, would provide a level of free or low-cost access to low-income families.
The company will also provide service throughout the city, selling subscriptions to other residents for $20 per month. Company officials estimate they will need 300 to 400 paid subscribers to break even.
