The network is designed to promote economic development by supporting the outsourcing efforts of international technology companies but it will also deliver a comprehensive set of city services, from public safety to classroom support. And, it will address the digital divide.

Computing kiosks in university, government and community centers are being placed around the city to bring digital access to the 270,000 residents, most of whom do not have laptops. Residents will receive free access to the network, although businesses will have to pay for service.

The network, which will support multiple applications, is being deployed and will be owned and operated by the Sonora Institute of Technology, a federal and state-funded university. The city and local water company will serve as anchor tenants.
