		<description>I&#039;m not buying the post-mortem idea yet.  We have proved that municipal systems can be deployed for 1/10 or less than previous systems while simultaneously providing a wider coverage area.  This opens up many more possibilities and should give pause to anyone who threw out the idea of a municipal system.</description>
