Azureus has a Wiki which posts a list of bad ISPs around the world. A “bad ISP” is one that causes trouble for Bitttorrent and other P2P clients. In the Netherlands, there is only one bad ISP — Chello, which is from the cable provider. In the US, there are several: Cablevision Optimum Online, Charter Communications, Comcast, Cox, Qwest, and a host of others. I don’t know how up-to-date this list is, but if you believe your ISP should be in this rogues’ gallery, go to http://www.azureuswiki.com/index.php/Bad_ISPs and follow the instructions.
