		<description>In my area ,FTTH will remain at the stage of pious vow and the dead letter as long as the 62 telephone centres and the 300 pennies distributors of the Lozere will not be fed by an optical fiber open to all the operators. It is, according to the opinion of the Webs of Gévaudan (http://websdugevaudan.wordpress.com/ ) which have militated for the development of the Internet in Lozere for 10 years the indispensable condition to hope to have access to services such as “triple play”. Triple play  spreads today on most of the territory. Should Lozériens they be private of these services and continue to pay 3 subscriptions (subscription Internet, subscription and telephone calls, and, for the chains stallitaires subscription with an operator) whereas the majority of their compatriots would have an access unlimited to the whole of these services for 29,90 per month? 
If the rural areas are not caught in hand we let us go towards a “numerical pit”! 

When I read “we can say we have entered the first step to bring fiber to the home in France to everybody….. The second phase, starting in July, will be to facilitate the deployments in areas with lower population density  “ I think we have,now,an opportunity !

The Webs of Gévaudan propose that is tested in Lozere (and to start on the “main door” of Lozere that the territories of A75 constitute) a device of the FACé type .The Face (Sinking fund of the Loads of Electrification) was created by the Parliament on December 31, 1936. This face is taken on all the invoices low tension of electricity at a rate of 0,2 centimes of euros kWh in the 5954 urban communes and of 0,04 centimes euros (5 times less) in the 30611 rural communes of France.This equalization is exemplary since the inhabitant of the cities takes part in one level 5 times higher than the inhabitant of the campaigns to electrify the communes rural. 

We already heavily were mistaken in the past. We do not mislead once more! Let us not build the networks according to our needs for today but for those of tomorrow !</description>

		<description>Some precision regarding the role of the regulator about the installation of the fiber in the buildings.  ARCEP does not impose tariffs. The operators are free to fix their own tariffs to the subscribers.

ARCEP’s role has been to put operators at the same table and help them to negociate difficult and complicated trades to share the installation costs of the fiber in the buildings. The operators are today still discussing the kind of tariffs they can apply to each other for sharing the initial installation and further usage (maintenance) depending on the number of customers each of them has in a building. These tariffs also depend on the kind of building. The maintenance will be done by the operator who has built the network in this building. Because of this obligation, the fact that the mutualization point is IN the building or OUT of the building is important regarding the ease of access. The mutualization point is a box were new subscribers in the building are hooked to any operator’s network. The situation is more complicated because the installation cost of the (vertical) fiber in a building for GPON technology is less than the installation cost of fiber in P2P Ethernet. But if, for instance, the  “Syndic” of a building asks France Telecom to install fiber in its building, France Telecom will have to install more fiber than needed for its GPON network because some customers in this building may want to subscribe to Free which is P2P.  

In terms of maintenance, Free or Numericable don’t have a very good reputation, even if both are said to make some efforts to improve their support.</description>
