<p><strong>Why should you call?</strong></p>
<p>- If you are thinking of applying for a broadband stimulus grant, I can connect you to people who can help. (<em>I&#8217;ve helped a Native American tribe in Northern California, an organization in NYC planning a middle mile fiber network that connects public housing, the network manager of a large university, a hospital network administrator, a person putting together a business plan for a free community-wide Wi-Fi network &#8212; and that&#8217;s just in one week!)</em></p>
<p>- If you need recommendations on wireless equipment, software, systems integrators, consultants, etc. for your network, I can save you time and money.</p>
<p>- If you want to know who else has done what you are trying to do, I can connect you to the right people.</p>
<p>- If you want to share your experiences rolling out and running your network: I am interested in business models, ways to pay for the network, benefits, etc. so I can help others.</p>
<p>- If you want to share ideas, I&#8217;m here to listen and pick your brains.</p>
<p><strong>How long can we talk?</strong></p>
<p>Let&#8217;s keep it down to 10 minutes or less to give others a chance to call in.</p>

I&#8217;ve been getting a number of calls and emails from people who are in a panic, and I have helped them get up to speed with their Round 2 grant application.</p>
<p>The new deadlines is in less than 2 weeks (15 March 2010) are 26 March 2010 for BTOP Comprehensive Community Infrastructure Projects; 29 March 2010 for BIP infrastructure projects. But for public computer centers and broadband adoption projects, the deadline has NOT changed. It is still 15 March 2010.</p>

			<content:encoded><![CDATA[<p>MuniWireless has published a guide for people applying for broadband grants under Round 2 of the NTIA&#8217;s Broadband Technology Opportunities Program (BTOP). NTIA and RUS, the agencies running the BTOP and BIP programs respectively, revised their rules for round 2 based upon the experiences in round 1. People whose applications were rejected in round 1 are encouraged to apply again. Main changes in the NTIA&#8217;s Round 2: emphasis on Middle Mile projects centered around community anchor institutions such as community colleges; simplified initial application review; better detailed guidance on what they will and won&#8217;t fund. Application period: 16 Feburary 2010 &#8211; 15 March 2010.</p>

			<content:encoded><![CDATA[<p>The NTIA and the RUS have finally issued the rules for the second round of stimulus funding for broadband projects. The NTIA has $2.6 billion available in this round, the RUS has $2.2 billion. “Based on the feedback we received from stakeholders and our own experience in the first funding round, we are making the application process more user-friendly, sharpening our funding focus to make the biggest impact with this investment, and streamlining our review process to increase efficiency,” said Lawrence E. Strickling, Assistant Secretary for Communications and Information and Administrator of NTIA.</p>
<p>“In response to lessons learned from the first funding round, RUS is making important changes that will make the process easier for applicants and target our resources toward ‘last-mile’ broadband connections to homes and businesses,” said Jonathan Adelstein, Administrator, Rural Utilities Service, United States Department of Agriculture.  “This draws on our long experience in improving rural networks to the most difficult-to-reach areas of our country that need it most.  We’ve streamlined the application process, added support for satellite service for rural residents left unserved after other funds are awarded, and provided ourselves more flexibility to target areas of greatest need.  We are going to stretch every last dime to maximize economic development in rural areas that currently lack adequate broadband service.”</p>
<p>The agencies announced the rules for this funding round in two separate but complementary Notices of Funds Availability (NOFAs) that promote each agency’s distinct objectives.</p>
<p><strong>NTIA’s Broadband Technology Opportunities Program (BTOP)</strong></p>
<p>NTIA’s NOFA allocates approximately $2.6 billion in this funding round of which approximately $2.35 billion will be made available for infrastructure projects. In this round, NTIA is adopting a “comprehensive communities” approach as its top priority in awarding infrastructure grants, <strong>focusing on middle mile broadband projects that connect key community anchor institutions</strong> – such as libraries, hospitals, community colleges, universities, and public safety institutions. Comprehensive Community Infrastructure projects maximize the benefits of BTOP by leveraging resources, promoting sustainable community growth, and ultimately laying the foundation for reasonably priced broadband service to consumers and businesses.</p>
<p>In addition, NTIA plans to award at least $150 million of the funding for Public Computer Center projects, which will expand access to broadband service and enhance broadband capacity at public libraries, community colleges, and other institutions that service the general public. NTIA also plans to award at least $100 million for Sustainable Broadband Adoption projects, which include projects to provide broadband education, training, and equipment, particularly to vulnerable population groups where broadband technology has traditionally been underutilized.</p>
<p><strong>RUS’s Broadband Initiatives Program (BIP)</strong></p>
<p>RUS’s NOFA allocates approximately $2.2 billion in this funding round for broadband infrastructure projects.  A second funding window will open later which will provide grants for satellite service for premises that remain unserved after all other Recovery Act broadband funding is awarded, make Technical Assistance grants for developing plans using broadband for regional economic development, and grants to provide broadband service to rural libraries funded by USDA under the Recovery Act.</p>
<p>RUS will focus this round on last mile projects, which are anticipated to receive the vast majority of funding.  RUS will also fund middle mile projects involving current RUS program participants.  The first NOFA had two funding options – grants up to 100 percent in remote rural areas, and 50/50 loan/grant combinations in non-remote rural areas.  In the second NOFA, RUS has eliminated this distinction and adopted a base 75/25 grant/loan combination for all projects.  The new approach provides RUS with flexibility to seek a waiver if additional grant resources are needed for areas that are difficult to serve, and priority for those who seek lower grant levels. RUS believes this simplified and flexible funding strategy will promote rural economic development.</p>
<p>Separate NOFAs will allow applicants to apply directly to either program.  RUS also eliminates the two-step process for BIP applicants to improve program efficiency.  These changes will also add valuable time for applicants to focus on one specific program in preparing a more solid application.</p>
<p>Incorporated into the RUS NOFA is an opportunity for the reconsideration of BIP requests to provide viable applications with every chance for funding.  There is also a second application review process during which RUS would allow an applicant to adjust its application to better meet program objectives and for the Administrator to provide discretionary points or to increase a grant component to meet rural economic objectives.</p>
<p><strong>Public Workshops</strong></p>
<p>Also today, NTIA and RUS announced a series of public workshops to review the application process and answer questions from prospective applicants. The workshops will be held in Portland, Ore.; Reno, Nev.; Denver, Colo.; San Antonio, Tex.; Eureka, Mo.; Sioux Falls, S.D.; Detroit, Mich.; Blacksburg, Va.; Fayetteville, N.C.; and Atlanta, Ga. Interested parties can register for the workshops at <a href="http://www.broadbandusa.gov" target="_blank">www.broadbandusa.gov</a>.<br />
The agencies plan to accept applications from February 16, 2010, to March 15, 2010, and announce all awards by September 30, 2010.</p>

			<content:encoded><![CDATA[<p>The first batch of stimulus grant winners was announced right before Christmas, followed by a flurry of news articles, blog posts and Twitter tweets trying to decipher the digital tea leaves to determine a pattern of what types of projects will be funded next. <a href="http://roisforyou.wordpress.com/2009/12/21/could-stimulus-grants-be-about-path-of-least-resistence/" target="_blank">I added my two cents</a>, of course.</p>
<p>One “pattern” that bubbled up from these mere 18 awards is that <strong>middle mile projects are hot.</strong> While this week we could see some more announcements that confirm – or not – this is where much of the stimulus money is going, there’s a lot to recommend middle mile as the broadband path you might want to follow, with or without the stimulus.</p>
<p>There’s a debate going on about whether the national broadband strategy should focus on last mile or middle mile as the best and most economical way to get broadband into underserved communities. One of the big arguments favoring middle mile is that, even though it costs a lot to build, you can make broadband available to communities without incurring the costs to sell, support and upgrade services to subscribers.</p>
<p>In my broadband strategy book coming out later this month, Cambria County, PA shows one way to proceed with a project if you decide to go with a middle mile strategy. They wanted to build a network primarily for public safety, and to also enable all of the towns and townships in the county to have valuable Internet access. However, the county didn’t want to be in the business of serving end users directly. Here’s the excerpt.</p>
<h3>CAMBRIA COUNTY’S STORY</h3>
<p>In Pennsylvania, Cambria County trumped Verizon by using the telco’s own anti-muni network rules to build a county-owned middle mile network that moves beyond public safety to impact education, economic development and digital inclusion. Planners of the 700 square-mile network, which has been up and running since June 2008, used the following approach that I believe you will see become the foundation for many projects.</p>
<p>The county created a network infrastructure with features developed to withstand the rigors of public safety use (e.g. must-have-24/7 reliability, redundancy, disaster recovery). Once you build a network with that much power, there is tremendous excess network capacity for other uses.</p>
<p>They incorporated into the infrastructure multiple wireless technologies (5.8 GHz, 900 MHz, 4.9 and WiFi), and support for other wireless technologies such as WiMAX, SCADA and automated meter reading. This gives the last mile builders and service providers great flexibility in being able to use a technology that best meets their respective customers’needs.</p>
<p>The county generates various cost savings by reducing or eliminating telecom service contracts so they can receive these services through the network, therefore recovering much of the money they spent to build the network. If you identify one or two key uses for the middle mile infrastructure that allows you to recoup costs, you’re in a strong financial position to facilitate last-mile capabilities.</p>
<p>Cambria County offers the network infrastructure as a digital “turnpike” to their 62 municipalities, enabling those munis to deploy applications and services that meet their respective needs, rather than trying to sell everyone the same package of applications. Along with Conxx, the county’s vendor that manages the network as a contractor, officials offer schools a package of services that enable them to now provide education and training that prepares the local workforce to function in a digital economy.</p>
<p>The county and Conxx recruited service providers to lease the network infrastructure to providers that are selling services to general consumers that offer faster speeds and lower prices than previously available, if highspeed access was even a possibility. Note that this focus on the general consumer comes AFTER ensuring the network’s financial sustainability through services to local government and other stakeholders.</p>
<p>Since the initial service providers are mainly consumer focused, the county launched a second wave of recruiting to bring in providers that offer business services that further accelerate economic development. This, along with the retraining of the local workforce, is bringing new businesses into the area.</p>
<p>Here’s something very important to note. Because each of these services used by the county or offered by them to their various constituents directly saved money or generated revenues for the county, financial institutions literally lined up to offer Cambria County financing. This is a local government attracting investments that some private sector companies trying to deploy similar networks have been unable to do.</p>
