Brian Russell, a blogger on OrangePolitics.org, has numerous proposals for promoting usage. He has been mapping hot spots around N. Chapel Hill, N.C., tests free wireless hotspots

Chapel Hill, N.C., will launch a pilot project next month, offering free public wireless Internet service at hot spots to test possible deployment of a downtown network.

This is a tiny test but town officials are wise in taking baby steps to evaluate service, usage, and potential problems before moving forward.
